So, thus paying for both is a better solution for both players and the developer, such that players who don't want to play on both systems don't have to pay for the development of systems they do not use. Instead it is probably some percentage, say 50% more cost to the developer. It is unlikely that adding a game to a new system incurs 100% more marginal costs than the original game development. If Blizzard did that, I would bet the case of Diablo IV, the combined price would be north of $100, which is a bit high for most games right now. Any game that does not require you to pay for both will likely be watered down, because essentially by buying one copy you are paying for the development of both (which means the one copy will be more expensive).
